GENERAL SUBJECT MATTER TO BE DISCUSSED: 

District staff will discuss the Northern Everglades Watershed Protection Plans’ purpose under the overall Northern Everglades Protection Program Process and how Chapter 40E-61, F.A.C., rules fit into the plans, including the latest draft rules. The draft rules describe the requirements for non-point source dischargers to submit a Water Quality Monitoring Plan in lieu of implementing Best Management Practices required by Basin Management Action Plans (BMAPs).

Amendments to Chapter 40E-61, F.A.C., must be consistent with the 2016 Northern Everglades and Estuaries Protection Program (NEEPP or 373.4595, F.S.), Section 403.067, F.S., and HB 5003, which states that the amendments to 40E-61 shall be limited to procedures for implementation of water quality monitoring required in lieu of implementation of best management practices or other measures and shall replace the existing rule.  The draft rule language as revised since the last public workshop on this rulemaking effort will be presented to describe this rule in context with the District’s implementation of NEEPP, and to receive input from the public and stakeholders on the revisions.
